A significant shift in the way agency budgets are organised and services arranged is required. Permeable and flexible arrangements should be systemised. Although some of the developments around bringing agencies together under one superagency umbrella and co-locating health and human service districts provide great opportunities to develop these new models of working, there are equally negative forces, such as the individualizing competitive model of service provision which, according to the evidence, is yet again likely to exclude the most vulnerable.
